The new Ofsted Framework for 2019 is under consultation but on its way and recent announcements from Ofsted and Amanda Spielman, Her Majesty’s Chief Inspector, have highlighted some of the key changes.
New Key Judgement Categories have been introduced, including: Quality of Education, Behaviour and Attitudes, Personal Development, Leadership and Management.
Let’s look at two of these:
Behaviour and attitudes: Learners are committed to their learning, know how to study effectively, are resilient to setbacks and take pride in their achievements. Under the Behaviour and Attitudes heading we also find a new mention of bullying and discrimination which was previously only mentioned in the leadership and management category.
How ‘Behaviour and Attitudes’ will be Judged
In order to make judgements with regards to bullying and discrimination and – hopefully – its lack, inspectors will hold discussions with learners (from a range of different backgrounds and who have different experiences of the centres approach to behaviour) and individual interviews with staff (particularly trainees, supply staff, NQTs, administrative support staff and catering staff). They will also use information from pupil and staff surveys and observations.
In addition to focusing on policies and approaches to minimise or eliminate bullying and discrimination, they will evaluate the effectiveness of exclusion and alternative strategies to exclusion.
Personal Development: Within this category, there is mention of character development (resilience, confidence and independence) and the importance of learners’ discovery of their interests and talents, how learning should be preparation for life.
There is reference to British values (democracy; the rule of law; individual liberty; and the mutual respect for and tolerance of those with different faiths and beliefs and for those without faith) as well as a mention of how learners keep themselves mentally and physically healthy.
How ‘Personal Development’ will be Judged
To make judgements in the personal development category, inspectors will look at the range, quality and take-up of extra-curricular activities, the promotion of British Values, the development of learners’ character, the quality of debate and discussions that learners have and their understanding of how equality and diversity are promoted and celebrated.

Some examples of NOCN qualifications:
NOCN Level 1 Award and Certificate, Level 2 Certificate in Personal Well-Being. Learning is evidenced across the five key concepts: Personal identities; Healthy Lifestyles; Relationships; Risk and Diversity and includes units such as Recognising and Dealing with Bullying, Individual Rights and Responsibilities in Society, Beliefs and Values, Understanding Feelings and Emotions, Interpersonal Communication Skills and Making Decisions. Available for learners aged 14 and over.
NOCN Level 1 and Level 2 Award in Economic Wellbeing and Financial Capability. Which explore four key concepts: Career; Capability; Risk and Economic Understanding.
NOCN Level 1 Award in Understanding Healthy Living. Available to learners 14 plus, this provides learners with the opportunity gain knowledge and understanding of an aspect or aspects of healthy living or example, stress management, nutrition, performance and healthy living.
NOCN Skills for Employment, Training and Personal Development – Available to learners 14 plus as Award, Certificate and Diploma at Entry 3, Level 1 and Level 2, the qualifications are designed to build confidence for progression to further learning and the workplace. The qualifications also contain units to address learners’ Personal Development areas such as Emotional Intelligence, Confidence, Making choices, Assertive Living, Managing Learning, Young People, Law and Order and Aspects of Citizenship.
Alternatively, the use of flexible individual units may meet your curriculum requirements
- Single units may provide curriculum solutions.
- Additional approval for the use of single units is not always necessary.
- Units may be part of qualifications you already have approval for.
One Awards Accredited Units (sometimes known as Bespoke Accreditation) are credit-based units of assessment, tailor-made to the requirements of the Centre.
We offer you the opportunity to accredit courses developed to meet the specific needs of your learners and/or customers by supporting you to write appropriate Learning Outcomes and Assessment Criteria (the unit), based on the content of your course. All One Awards’ units are written to meet the national standards for credit based units of assessment.
For those not looking to develop new and unique units, or in addition to new units we offer a well-resourced unit bank available solely to our centres with Entry Level through to Level 5 units available. The unit bank located on our website has a detailed search facility and units may be located by category, level, credit value, unit code and key word.

No cost approval - With One Awards, there is no cost to recognised (approved) centres for the approval to use units from the bank. Registration and Certification costs start at £16.50 dependent on credit value.
